THE LEAD

Almost everything this page timed for today moved its appointment to Wednesday.

Two systems refused the reschedule and grew instead, and the larger of them is central Vietnam's flood, now falling on Hanoi.

AT THIS HOURThe axis has moved onto the capital region — Hanoi, Ninh Bình and Thanh Hóa, Sep 15–16The centre's current bulletin runs Hanoi 100–250 mm (above 250 to the south), Bắc Ninh and former Hòa Bình 100–250 locally above 400, and Hưng Yên, Ninh Bình, southern Phú Thọ and Thanh Hóa 200–400 isolated above 500. Reached this page through national press desks rather than off a bulletin read directly, and marked reported for that reason.
WHAT IS ALREADY ON THE GROUNDBạch Mã past 680 mm, rivers heading for alert 2–3, about 200 communes warned, 712 households movedBạch Mã has accumulated more than 680 mm with the forecast approaching 1,000. The Ngàn Sâu and Ngàn Phố may reach alert level 2–3, and some rivers are already above alert 2. About 200 communes carry a flash-flood and landslide warning in the level-3-of-5 range. 712 households are relocated — 663 Quảng Trị, 5 Huế, 44 Đà Nẵng — after about 500 people left Quảng Trị on Sep 13. (Handled with care.)
WHAT YESTERDAY'S FORECAST SAIDThat the heavy rain would taper today — the one call on the board that failed in the wrong directionThe previous edition ran this event through Sep 16 with the heavy rain easing Sep 15. Almost everything else on today's board slipped later; this one got worse. That asymmetry is why it leads: a system that defers gives you time back, and a system that grows takes it.

There is a kind of forecast error that does not show up as a number being wrong, and central Vietnam handed this page one overnight. Yesterday the flood over the country's centre was carried as a story with an end date — heavy rain tapering September 15, the event running out through the 16th. Instead the rain axis moved north. This morning the national hydro-meteorological centre has Hanoi at 100–250 mm, with more than 250 south of the city; Bắc Ninh and former Hòa Bình at 100–250, locally above 400; and Hưng Yên, Ninh Bình, southern Phú Thọ and Thanh Hóa at 200–400 mm, isolated above 500 across Sep 15–16. The flood did not end. It changed address, into one of the most densely settled river plains in Asia.

Behind it, the original core is still filling. Bạch Mã, the mountain station above Huế that has been catching this event since it began, has already passed 680 mm against a forecast approaching a thousand — rain measured in metres of vertical water on ground that stopped absorbing days ago. The Ngàn Sâu and Ngàn Phố rivers are running toward alert levels 2 to 3. About 200 communes carry a flash-flood and landslide warning. 712 households have been relocated — 663 in Quảng Trị, 5 in Huế, 44 in Đà Nẵng — with roughly 500 people moved out of Quảng Trị on Saturday. No casualty figure is confirmed in the products read this morning, and none is printed here; what is countable today is the number of families already sleeping somewhere else.

Why the northward shift is a different problem, and not just a bigger one: the rain that has been falling on central Vietnam was a slope problem — saturated mountainsides, blocked passes, the landslide risk that outlasts the storm. The same totals over the Red-River delta are a drainage problem, where the water has almost nowhere to fall to and the decisions are about underpasses, pumps, reservoir gates and when to stop a commute. Both are now live at once, in one country, on the day the forecast said the whole thing would be winding down. On a board whose defining shape today is everything sliding a day or two later, this is the system that went the other way — and it is under-covered relative to its size precisely because it has no name, no eye and no satellite loop worth replaying.

forecast reversal pair — The two systems that refused to ease — on a board where almost everything else simply moved its appointment. Central Vietnam's flood was forecast to taper today and instead expanded north into the Red-River delta.

Public safety

six national warning systems live at once, and the lead time is different in every one

Six systems, six different distances between the warning and the water. In Vietnam the lead time has already been spent — about 200 communes carry a flash-flood and landslide warning, 712 households are relocated, and the axis has just moved onto the Red-River delta, so the live job is evacuation sequencing and urban drainage in the same country on the same morning. In Pakistan the warning still runs ahead of the worst of it: three days left in a Sep 12–17 spell, with the urban-flood risk drawn over Rawalpindi, Sialkot and Lahore — time to pre-position rather than time to watch. Bangladesh has just opened a 24–72 hour window across about ten districts with four or more rivers already above danger. Saudi Arabia's 5 red heavy-rain warnings are the highest tier anywhere on today's board, in Asir and Jazan. South Africa's warnings were re-issued after a standdown, which is the case for keeping a duty roster on a system you have already closed. And the American event moved to Thursday, which is the easiest lead time to waste. The person at the end of every one of these chains is deciding whether to move tonight or wait an hour. (Handled with care; equipping institutions, not substituting for them.)

sea-monsoonpak-monsoonbangladesh-floodme-stormssafrica-stormsus-flood

Supply chains

a delta corridor flooding, two rivers too low to load, and a crosswind ramp building on a motorway

Too much water in one place and not enough in two others, on the same morning. Vietnam's rain axis has moved over the north-central and capital-region rail and port corridors, where 200–400 mm turns mountain roads into detour problems and delta junctions into standing water; the operational question is which passes and underpasses close and in what order. In Europe the inverse: the Rhine at Kaub is 28.0 cm and the lower Danube near-record-low at Budapest around 22 cm, which is a loading-draught problem rather than a closure one — barges sail lighter and more often, and the gauge has reversed often enough that planning on a trend is the mistake. On the Adriatic, the bora is moderate today but the Velebit crossing reaches about 58 km/h on Sep 17, a forward high-sided-vehicle restriction to schedule rather than react to. And in America the Thursday–Friday rain gives inland freight two clear days to re-sequence.

sea-monsooneu-droughtadriatic-heatus-floodafrica-sahel

Farm

harvest-window decisions on four continents, and the rain is early in some and late in others

The same question everywhere — cut now or wait — answered differently by the calendar. In Vietnam the answer has already been made for people: rice and aquaculture on low ground under 200–400 mm isolated above 500, with the delta taking water that the mountains shed first. In Pakistan, three days of spell remain over provinces whose canal gates and field drainage are already working around upstream water, and the harvest decision is a routing decision. In India, Saurashtra and Kutch run an easing heavy tail with a flash-flood risk in eight districts, and the new Bay low puts the next heavy window at Sep 18–20 — a forecast with enough lead time to be usable. In Nigeria, rain-driven flooding is already on Benue and Taraba farmland with a dated release on Sep 17 behind it. And in the American Midwest, the deferral to Thursday–Friday is two extra field days that were not on the board yesterday.

sea-monsoonpak-monsoonasia-monsoonus-floodafrica-sahel

Health

a heat index that reaches outdoor workers, and floodwater reaching dense settlement

The acute tier is empty and the exposure is not. Across the American mid-South, 0 Extreme Heat Warnings sit above 12 Heat Advisories at a 105–110 °F index over nine states — the tier that makes headlines is the one that cleared, and the tier that governs work-rest cycles, hydration scheduling and shift timing for people outdoors is the one still live. Elsewhere the health load is water: floodwater across dense settlement in Vietnam's delta and across about ten Bangladeshi districts raises the ordinary, unglamorous risks — contaminated supply, displacement, interrupted routine care — for populations already carrying a season of it. In Nepal, recovery is now the health story, with victim identification and restored telecoms advancing on a ledger that has not moved in three days. (Handled with care.)

us-heatsea-monsoonbangladesh-floodnepal-himalayapak-monsoon

Energy

cooling load in one hemisphere, heating load booked for Wednesday in the other

Two opposite loads, forty-eight hours apart. The American mid-South holds a 105–110 °F index across nine states, which is cooling demand on a grid whose severe risk stepped down to a Marginal — load without much outage pressure, for one more day. In the Southern Hemisphere the opposite is booked: Argentina's fresh Antarctic front peaks Wednesday with sectors to −10 °C and Chubut gusts above 85 km/h, and New Zealand's snow lands the same day above 600 m — heating demand and line-exposure arriving together on a single midweek date. In Vietnam, flooding across the delta is a distribution-interruption problem before it is a generation one.

us-heatsea-monsoonsamerica-coldnz-coldsnapus-severe

Maritime

the highest confirmed sea state on the board, a fishing advisory, and a bora that peaks later

The most concrete marine number today is South African. Seas of 4.0–4.5 m south of Table Bay sit under a Level-2 winds-and-waves warning that runs up the KwaZulu-Natal coast from Port Edward to Richards Bay — a warning that was supposed to have been stood down yesterday. Off Gujarat, fishermen are advised off the coast through Sep 16 as the inland low's tail runs out. On the Adriatic, today's bora is moderate and the window's strongest wind is Sep 17. And in the tropics the marine picture is entirely open water: TD Fifteen-E and Norbert are offshore with land hazards listed as None, and INVEST 90W recurves north of the Marianas. On the American board the alert total rose 245 to 334 almost entirely on marine products — land held flat at 87.

safrica-stormsasia-monsoonadriatic-heatepac-genesis-areaswpac-90w

Aviation

a quiet day at the hubs, with the disruption booked for midweek

Today is the easy day, and that is the planning signal. The American convective risk is a Marginal — isolated damaging wind across the south-central Plains into the Midwest, with a second area over Utah — and the disruptive weather is keyed for Thursday into Friday over Nebraska, South Dakota and the Upper Midwest, shifting toward the Great Lakes hubs. In Europe, Level-1 hail and severe gusts sit over the Benelux and north-west Germany under one of the densest airspaces in the world, while the Mediterranean's heavy rain stays mostly offshore. Vietnam's north-central and capital-region airfields sit under the new rain axis. And New Zealand's Wednesday snow reaches the South Island routes rather than the main trunk.
