There is a kind of forecast error that does not show up as a number being wrong, and central Vietnam handed this page one overnight. Yesterday the flood over the country's centre was carried as a story with an end date — heavy rain tapering September 15, the event running out through the 16th. Instead the rain axis moved north. This morning the national hydro-meteorological centre has Hanoi at 100–250 mm, with more than 250 south of the city; Bắc Ninh and former Hòa Bình at 100–250, locally above 400; and Hưng Yên, Ninh Bình, southern Phú Thọ and Thanh Hóa at 200–400 mm, isolated above 500 across Sep 15–16. The flood did not end. It changed address, into one of the most densely settled river plains in Asia.
Behind it, the original core is still filling. Bạch Mã, the mountain station above Huế that has been catching this event since it began, has already passed 680 mm against a forecast approaching a thousand — rain measured in metres of vertical water on ground that stopped absorbing days ago. The Ngàn Sâu and Ngàn Phố rivers are running toward alert levels 2 to 3. About 200 communes carry a flash-flood and landslide warning. 712 households have been relocated — 663 in Quảng Trị, 5 in Huế, 44 in Đà Nẵng — with roughly 500 people moved out of Quảng Trị on Saturday. No casualty figure is confirmed in the products read this morning, and none is printed here; what is countable today is the number of families already sleeping somewhere else.
Why the northward shift is a different problem, and not just a bigger one: the rain that has been falling on central Vietnam was a slope problem — saturated mountainsides, blocked passes, the landslide risk that outlasts the storm. The same totals over the Red-River delta are a drainage problem, where the water has almost nowhere to fall to and the decisions are about underpasses, pumps, reservoir gates and when to stop a commute. Both are now live at once, in one country, on the day the forecast said the whole thing would be winding down. On a board whose defining shape today is everything sliding a day or two later, this is the system that went the other way — and it is under-covered relative to its size precisely because it has no name, no eye and no satellite loop worth replaying.
