Too much water in one place and not enough in two others, on the same morning. Vietnam's rain axis has moved over the north-central and capital-region rail and port corridors, where 200–400 mm turns mountain roads into detour problems and delta junctions into standing water; the operational question is which passes and underpasses close and in what order.
