Thailand's flood has worsened: 23 people have died, up from 8, and about 2.6 million are affected across 29 provinces and Bangkok, where some 700,000 people are touched and schools are shut a second day. Releases of 1,500 to 2,000 cubic metres a second from the Chao Phraya Dam may raise downstream levels by up to 1.7 metres over about nine days. (Handled with care.)
